heart rate while running??

ok can u guys tell me if this is true and what it means, i have heard that for heart rate you take 220 minus your age and that is 100% intensity of your heart rate, and to be in fat burning when running you should be around 60-70% of that intensity, is this true????? so lets say im 16, i would do 220-16=204 and use 60% of that when running=122.4 beats per min, is this right???????
 
220-age= mhr
mhr - resting pulse rate (60, 65 etc)= heart rate reserve (hrr)

hrr X ___%= ? + resting pulse rate= TARGET HEART RATE

so if you had a pulse rate of 60, you would be roughly 145 @ 60%. sound more reasonable?
 
bignate thx for listing that formula, but one more question, about how long should i wait after i get done running first thing in the morning to eat my first meal to keep my body in fat burning for the longest quality time, aroudn 20 min?
 
if you are working hard enough your body will stay in afterburn for a while, eat as soon as youd like after.
