Hundreds of thousands are harmed for not doing anything? I think they are punished (you say harmed) for drinking and drivng. We as a people set the laws, or at least elect the people that do. Sure, .08 is debatable, but its certainly not NOTHING. I can't remember the last time my blood alcohol was .08 when I did nothing.

I calculated it out using a bac calculator online, for a 160lb male, .01 is four ounces of budweiser or one third of a beer. Zero tolerance laws are grand arent they?
