What does your diet consist of? Maybe too many carbs? Maybe too many high glycemic carbs. Try to not only lower your carb intake, but switch to low glycemic carbs. Keep the sodium way low and fat intake low also. Keep the protiens high. For a female 1.5grams per lb of bodyweight is fine. Calories will automatically lower itself if you lower all the other things I said. And drink at least a gallon of water a day. Weight train...but go fucking heavy! It burns more calories and helps build muscle. To hell with cardio! I don't like it! I find no use for it at all!
