Well it is pretty simple hockey is run by Canadians and we are smarter then Americans.

Because most of the NHL players, aside from maybe the pure goons, never juiced. Anyone who's actually good had to deal with World Championships and eventually the Olympics for international play...which are both tested...so juicing wasn't really an option the way it was for the best baseball players.
