For doing flyes, usually with a weight stack. Sitting up straight as opposed to lying down. I use one to finish off chest once in a while. Hits tie ins and middle chest pretty well.
It is the best thing I can do to isolate my rear-delts... due to my injury, I can't use the incline bench method... due to mobility... (not YET anyway)... I don't use it for flies... In fact, I don't even do flies??
Pec deck, as well as flyes are bad for the shoulders. As well, they are a worthless exercise. Benches and dips are so much more effective. Flyes will only eat into your recovery, and thus have a negative impact on your training.

Not saying they are a mass builder, but I wouldn't say they are completely useless. True, they CAN be bad for your shoulders...if you have ROM issues or you aren't careful and just go to far. I'd say that anything that adds variety can be useful as an accessory movement. Why would you say flyes eat into recovery? Any research you can provide to substantiate that claim?
its the one with the pads where you make a 90degree angle with your upper arm and forearm. They realy hit the chest but i never do them, just dont feel natural and are rumored to cause shoulder probs.

About them eating into your recovery, if you do your benches (or dips) then all the flyes/pecdeck are going to do is further hamper your ability to recouperate. If you can bench press 300 lbs or more what the hell is a flye going to do for you?
