i dont know who should have rebuilt those levees, but someone should have. and it just proves my point, the govt failed and therefore disappointed alot of people.

these two statements can be made independently of each other.

like i said i dont condone looting that doesnt involve food, water, baby items, clothing, medicine etc. so if a cop looted items other than that, then i look at him as a criminal too, although at this point like i said, that would be the least of my worries. extremely small percentage. not high on the priorty list.

your comparrison between the soldier and the police sticking to commitments doesnt work imo. a soldier is highly trained for war, a police officer is not highly trained for a hurricane disaster. our soldiers are not highly disadvantaged. the NO police were outmanned and outgunned. i just dont compare the two but good question.

Still not sure what you mean by one should not rely on the Govt. I am one to believe that if the Govt Giveth...he too will someday ask for it backeth. And it does not have to be monetarily. There is no such thing as a free ride...IMO

I've seen countless times on the news people say they thought Katrina wasn't gonna be so bad. Dennis wasn't so bad, Ivan wasn't so bad, etc. I lived in New Orleans, No one I knew thought twice about hurricanes. They bragged about how many they rode out. "I'm not leaving my home, I'm safe here." My point is this. With so many who choose to stay despite warnings, knowing that there is a chance things may not be so bad, Why is it so hard to believe, that a theif, which is a profession of opportunity, would not think they could stay and steal with so many people away from their homes? I've read things like rediculous, ludicrus, stupid, ignorant. People will stay for many reasons. Financially unable, physically unable, whatever. There are people NOW that don't want to leave their homes. When you survive by taking from others, and profiting from misfortune or ignorance, spotting oportunity is your means of daily survival. Thousands away from their homes for any period of time could mean a financial windfall for many who choose to take advantage, and risk the consequences.

im not necessarily saying NOT to rely on them, im saying if you do you might be disappointed. anytime you rely on someone other than yourself, you might be disappointed.
