I bet New Orleans was a dangerous hell hole even before the hurricane struck. And the evacuation of it's citizens (except the very bottom of the black underclass) exposed the already existing lawlessness for all to see.

Why do you think there were no whites looting? They left the city because they knew their lives would be in danger if they stayed. Sorry, but that's the truth.
