Prioritizing arms by cutting back on other body parts?

How about this method for bringing my my lagging arms?

Do arms twice a week, compound exercises like bb curls, dips, cg bench and palms facing pull ups. This way other upper body muscle groups would receive some stimulation and hopefully no lose size. Also throw in some isolation like preacher cable curls and skull crushers etc. Total sets for bis and tris would be 6 work sets each. Brief but intense sessions. A set or 2 of abs at the end of both days. In the middle of the week would be lower body consisting of heavy squats, SLDL, leg curls and calf raises. Few sets each. Again, this would be a brief workout.

My reasoning behind this is that by cutting back on other muscle groups the arms would grow very well. Do you think other muscle groups would suffer, if somebody stayed on this program for a month or two?

Those aren't compound excercises.

Compound excercises are:
Squat
Deadlift
Benchpress
Olympic lifts
Military press
+ more

Your WHOLE body will grow when you do these movements. I used to hit arms so hard with all kinds of curls, then I just stopped working arms directly. From doing compound movements they grew ALOT quicker.

If you want your arms to get bigger...you have to get bigger. Your methodology is flawed by cutting back on the major muscle groups. Your arms won't get bigger by not working out your chest or back.

how is your diet...are eating sufficient calories?

What was your workout schedule like?

Do you do squats or deadlifts?

Do you overtrain or undertrain your arms?

What kind of sets, reps, tempo have you been following?

your biceps and triceps are relatively small muscle groups which get a lot of work.
 
to reiterate what the two before me already said, your arms are going to grow when the rest of your body grows. you can't work arms and slack on the rest and expect your arms to start blossoming because they won't. i had your problem where i was very disappointed with the size of my arms. then i started incorporating heavy deadlifts and squats into my routine and my arms finally started to take shape. and of course, eating is vital.
