I am not gonna be able to go into much detail due to some time constraints, but I will throw out a few things and try to check back when I can.
1. Don't weight train twice each day. Try only 3-4 times per week, and the same with the cardio. Don't overdue it! Remember, you are on a reduced calorie diet.
2. At 1500 calories for a 210 pound man, you are working against your body. I bet your Thyroid t4---->t3 conversion is horrible. Try raising your calories to at least a level of 10-12 X's your bodyweight. Even this may not help. Most fat loss diets will come to a complete halt when their conversion of T3 is decreased. Either increase calories for a week (with a 40-40-20 ratio), or plan on adding in some T3.
3. If you have went from 38% to 20% like you say, then stop being so damn hard on your self!!! This is a considerable amount of fat loss. Congratulations on this. As bodyfat levels get lower, the fat loss becomes slower. You thought them fat guys had it hard, now you are experiencing the true tests of getting lean. This is when it starts getting harder man, but don't worry, almost everyone experiences this shit. Look at #5.
4. Because obesity increases a males chance for estrogenic fatty acids to accumulate within the fat cells, this could be part of the problem as well. You may want to try using an anti-aromatase drug like Nolvadex, or if you can afford it, an aromatase inhibitor like anastrolzole/Arimidex.
5. When bodyfat gets lower, the last fat to go is that damn "stubborn bodyfat". This is where you may want to purchase an A2-antagonist like Yohimbine. Take it both orally and topically. I definately recommend it topically. This stuff is a must have in ALL my diet schemes. To learn more about Yohimbine and its use as a topical aid, do a search on "macrophage69alpha", and it should help answer any questions you have on the subject.
6. I highly rcommend an isocaloric diet/zone type diet, especially for males. The higher fat (preferably a blend of all fats) ratio is not anymore beneficial in burning more fat than a high carb/low fat diet, but rather it shines in keeping muscle loss to a minimum, and helps keeps males natural testosterone levels up. Testosterone levels will decrease on a low calorie diet with low fat! This diet may or may not get you into "single-digit" bodyfat percentages, but it is quite effective. Also, have a a day or two out of the week to fit in a high carb feeding to help your body replenish low glycogen levels and to try and keep thyroid functions optimal. These days you should raise your calorie levels slightly over maintenance. This diet will also help prepare you for any kind of keto/CKD diet that may need to be used in burning off that last bit of stubborn body fat (of course should be optional only if needed).
