Basically as far as I understand it (correct me people if I'm wrong) it is when you exhale and suck in your abdomen and gut as hard as you can and hold for say 20 seconds.
The trick is to try to get your abs to touch your spine. They (vacuums) are supposed to build up the muscles that hold your guts in the are a good core strengthening exercise. The also are supposed to be able to help with protruding guts.
