Al-anon = family or friend that's an alcoholic.

Every time I come back to EF I am reminded that most American's are ignorant and I am so grateful to be Canadian.

Maybe in Canada it is, but here it's for Alcoholics and it's usually court appointed.

You're thinking AA which is Alcoholics Anonymous, QT is referring to Al-Anon which is for friends and families of alcoholics. Either way AA is not always court appointed, many alcoholics go to meetings in order to obtain support, maintain sobriety and cope with the risks of relapse.
