that doesnt mean dont work them....that would be dumb, work them as much as you work any other body part...if you do chest, legs, back, and arms once a week, do abs one a week..neglectings them totally would just be silly.
First off, you can still grow while cutting, as long as your doing it right. And as for the abs, every other day would be good, i do mine 3 times a week.
