depends on the person and their individual eating habits and lifestyles.
both can be done, however its best to do both on their own. trying to lose body fat AND put on muscle at the same time is difficult, thats why bodybuilding is such a challenge.. doing either by themselves is easier than you would think if you change things you are doing.
having said all that you can lose a shitload of body fat much easier in a 5 week span by doing several things. 1. throw your tv and computer in the trash and get off your ass, 2. do 50 minutes of cardio a day, 3. run a catabolic diet primarily of fruits/veggies, eggs, chicken breast and tons of water ... zero cheat meals.
now if i was to take a skinny guy and train him for 5 weeks and try to get muscle on his frame it would not be possible to put very much muscle on him where it would be noticeable (yes he will put on some muscle but it will be very minimal, not like he will have chicks falling over him)..
muscle building takes TIME... for example you won't be able to put on a lot of muscle mass over the summer working out if you are a skinny 140 pound 6 foot carrot... it will take much longer and it will take a tremendous change of your diet and for a lot of those types of guys they just have too fast of a metabolism and a lot of them just don't have the appetites (age is a factor, as you get older it will become easier to put on mass) ... muscle BURNING and fat burning can be swift .. ask anyone who has spent a month away from the gym how much muscle and strength they lose..
bottom line is it can take years and years to build a nice base of muscle mass even with the best supplements and AAS. but give me the fattest dude I guarantee i can help him lose a shitload of body fat in just 5 or 6 weeks if he follows what i tell him. the problem is a lot of those guys don't want to change their lifestyles so they give up.. they would rather spend an hour watching the big bang theory geek show than spend an hour jogging
