Seems that back when Adm Boorda COMMITTED SUICIDE over allegations he added 'combat V' devices to medals inappropriately Kerry remarked that:

Now that the Navy is offically looking into Kerry's apparently identical fauz pas, we can only wonder if Kerry will acknowledge that, in the words of the backhanded fitness report declaration, Kerry is "unable to rise up his to his own low standards".
