the way i would personally go about it is to keep up occasional email/sms contact, with a carefree happy tone, some humour (ill let you borrow some of my jokes, but only this once), and sprinkle a few compliments in there, whilst maintaining enough distance to keep her guard down low - the ultimate goal is to let her basic attraction for you grow, and to reinforce it with being a fun/kind/happy guy. she will fantasise/build you up in the corners of her own mind, and when the opportune moment arises (usually in some dance club after 4 hienekens) do not utter a single word, and make your move with body language alone - if you rush it, come on to her normally (ie strong) or have a conversation about the whole situation, her brain will switch back on, her guard will go back up, weirdness will recommence, and your brief interlude in goldenland will come crashing down, leaving you in aapville...aka The Masterbatorium.

Nice. There is some competitive thing between sisters/friends that I have never figured out. But, I like it.

She would have hooked up with you, if it hadn't been a formal email that you directly state your intentions.

Next time you see her/bump into her keep it causal and have a few cocktails. That way she can convince her sister and herself that "It just happened"lol

He's right. Don't put it off though. Girls and potential relationships have a short expiration date, then you are permamnetly friends (even if you do hook up for more down the road).

Take her out , show her a good time, and dont pretend the friend thing with her. You're a guy interested in more, and she knows it anyway, so you wont be fooling her by pretending otherwise.
