IMHO, many people just need fewer calories when they're trying to drop their last fatty areas... Sometimes the simplest answer is the best. Just eat less. Lots less.
More cardio will wear you out and hinder your weight workouts (which are the most important workouts while going hypocaloric).
And don't forget... Many (most?) keto friendly foods are high in fat (of course). A slightly larger handful say, of nuts, than the listed serving size can add a lot of calories over many "meals". If I don't weigh my high fat foods, exactly, I often find myself over eating by as many as 200kcal/day. That can break an attempt at keto.
