We all have stubborn body fat levels. For men, it's generally in their lower back and hips. For women, it's generally in their thighs and buttock.
Sadly, you just need to keep getting leaner and continuing to loose body fat. Those areas are going to be the last place to get lean. You are going to get lean in your arms, legs etc. first.
A good topical fat burner like @stevesmi suggested but the main thing is to just keep loosing body fat.
Stay focused brother and keep grinding.
