Touching a woman on the elbow, sexual harassment?

Out of abject curiosity when I am in the mood to talk to women usually I touch them on the tricep or elbow before I start talking to them. As of yet I haven't met any rude/angry women doing this (only done it 20 times or so), and most seem to like it. HOwever could this be construed as a threat or as sexual harassment in any way? Many of these women are total strangers and yeah, this is how creepy I am and try to be.

yeah, i hate that perception rule...it got me in a lot of trouble, but not in regards to sexual harassment.

apparently if a person perceives you to be disrespectful, you are.

i had to write a formal apology letter to someone simply because i tried straightening out my affairs. but being the word-smith that i am, i wrote the best non-apology letter ever.

seriously, go on any university campus and check out the girls majoring in women's studies. they are pretty much all man-hating lesbians or ugly, angry chicks with an axe to grind. those are the ones causing trouble.
