Thinking more about this, I think the solution is that you have to tell blueshirt that he can't turn you down.

Differences in drive between couples is not so unusual, and once a week isn't so unusual either. But you both need to be happy.

I have always had more drive than my wife, and if I can't have sex when I want it I turn into a grumpy ass hole. I used to be really bad, but have mellowed some. My wife, bless her heart, has always made the effort to keep me happy, even though there are times she's really not that into it.
The good thing is that sex when you aren't that into it is still better than most anything else you could be doing.

So, Blue shirt has to man up. Tell him if it has been 3 days or so without sex, he will soon be expected to perform. Tell him you'd like it 5 times a week but you'll be nice and settle for 3.
A guy doesn't like to hear that his girl is not satisfied, so hopefully he will step up.
