Go to any tanning Salon and they will have a huge list of the different skin types.
SPF 15 would probably cover mediterraneans that are used to the sun, BUT it won't cover say a scottish guy who is very white.
He needs more protection because he burns easily.
Also depends at what time of the day you're exposed to the sun. Peak UV radiation occurrs at around 12:30-1:30 PM in most places.
If you think SPF 15 protects everybody, get a little boy and put him out in the sun withy just an SPF 15. He'll burn to a crisp.
Why do you think there exist SPF 60's? For babies and young kids who's skin is still very sensitive.
