Steroid induced plateu

My friend is 5'4... 165 lbs at about 5% bodyfat. He squats 495, deadlifts 465 and benches 335. The only problem is that he cannot make any natural gains on top of these lifts. He has been training naturally for about 1.5 years already, and his lifts havent even bulged 5lbs! Is it because he went so far ahead of his limits that body will actually need years to catch up and to make gains naturally. Do you think it is possible to progress beyond steroid gains naturally? He tried progression, switching form (ie ass to grass squats), different frequency and volume, yet his lifts wont buldge. And believe me, as a psychology student I know from theory and experience that constant progress is a MUST for motivation and determination, imagine being stuck for more than one year on the same lifts, and same physique (he has 17.5 arms)... even though he is massive and he lifts monstrous weights at his bodyweight, he has become very depressed and lost some of the desire. Any opinions?
 
Yes he can progress after coming off. Maybe not right away, but a year is a long time to not gain 5lbs.

Tell him to take two weeks off, then start agian. Overtraining is known to cause a plateu.

Go to the training and powerlifting board and post his routine for the guys there. They will help. They helped me.
