First of all, understand that women can wear whatever they want. It's their choice. However, what they should wear vs what they do wear are sometimes two different things.



Married men and women, who wear the under garment must keep them covered. For men and women both, that is shorts that cover up to the knee, and the shirts are a short sleeve for men, and a 1/4 sleeve (shorter than the mens) for women, with no cleavage for woman.





Adult woman generally dress more modestly than teen girls anyways.









This manner of dressing is not considered appropriate. I see this a lot with teen girls:

No shirts off in public, unless at a swimming pool. Guys waking around at a public place shirtless is in really bad taste anyways. It looks trashy.

Guys don't wear short shorts anyways so that's not an issue.

The biggest immodesty issue for male dress is boys wearing their pants halfway off their ass with their underwear or butt cracks showing.
