should I keep doing it from a hanging position untilI am comfortable with it, and then move lower until the weight is on the ground?
Yes. The pull through at the top is the most important part. This will also help you build timing assuming you wish to execute a full clean.
If you have trouble setting up properly for a partial hang clean, you can pull off of pins in the power rack.
Remember, get your elbows around and up as quickly as possilbe.
