Well, the federal government is fairly clueless IMO. A recent series of articles exposed the top commanders executing our military operations are completely clueless about the intelligence assets that are supposed to be supporting his command...

IMO, a DOE high level bureaucrat probably asked a lower level bureaucrat in the DoD, since bureaucrats always respond to a higher authority, it was given...
