Harley, I believe your correct. It would to time consuming and cost too much money for LE to go after each individual on the list. I believe they’ll target the individual(s) who bought on a larger scale regardless of whether they were in possession of any contraband.

Can you provide a link to just one case where even a larger buyer was busted on conspiracy charges without being found in possession? Just one?

BTW, this question includes even rec drugs.
