Your problem is, you are in the US, where they do not make Dutch sizes.... All my trousers had turnups when I lived in the Netherlands.... and Miles, at 5ft9, was considered too small for the smallest size available in the regular shops!
Quite true CircusGirl, it was easier to find sizes that were closer to my shape in Nederland. However, it is the difference between my chest, waist, and hips that really make a problem and i had that also to a amount in Nederland.
I don't have this problem at all - the extreme ranges. My waist is usually not much smaller than my hips, and I wear men's pants. I've had problems finding clothes all my life, though, being so tall. And any female pants that fit in the waist balloon like jodhpurs around my hips.
Make it a 4th for Old Navy - cute clothes and cheap too! Always have tons of stuff on sale. The XL and XXL are the last sizes to go...
As for jeans - I love men's Levi's. Since they are men's sizes, you can get them sized different for the waist/hips and leg length. Plus the thighs are baggier for those with muscular legs
