Lagging chest!!

My chest is really pissing me off. Ive been lifting seriously for 4 years now with good progress in all other muscle groups. I just can't get any good size in my chest and I don't know what I'm doing wrong. I've tried almost everything and it's driving me nuts. Some people say hit it twice a week....and some people say to just hit it once. I usually do flat, incline & decline and then hit cables after. I am doing 4 sets ( 10-8-6-4) Any suggestions would be appreciated. Help!! Thanks

I have the shittiest chest on earth, but I am finally seeing some changes in it.

I do dumbell incline and flat, but I ditched decline for some dips. I've also been doing dumbell pullovers.

I think that the main source of the changes is heavy stretching before and after my sets. I take a set of dumbells, and get in a position to do some flyes. Instead of actuallly doing them, I just hold them out to the sides and push a little on them, without actually bringing them up. The stretching is intense, try to hold it for 60-90 seconds with somewhat heavy weight and you will see some changes.
 
my chest has always lagged too...i learned something, flat barbell presses do absolutely nothing for my chest. I been doin lying dumbell pullovers and they are working wonders for my chest. My new routine is working good though...1.)incline barbell presses (medium grip), 2.)flat dumbell presses ( i do em slow and controlled and get a good stretch, instead of doing weight i cant handle), 3.) dumbell pullovers 4.) incline flyes sometimes supersetted with crossovers or pec dec.
