From my personal experience calves are largely genetic (I was blessed with "obscenely huge calves", at least in comparison to the rest of my body) but as my training partner has experienced, you CAN make them grow with lots of effort.

Maybe it is the size of my thighs that make them look small..yeah...that's it. They are 18"...but I'm gonna tell myself it is because my quads and hams just over power them
