HCG and that clear liquid

HCG comes in 2 amps right, one is a powder and the other is a clear liquid. I think the liquid is saline, so if the liquid amp broke, could regular saline (eye solution variety) be added to the powder before injecting? or would I have to use a sterilized solution?

the clear liquid is sterile water... Gotta have a script for it... So get a .22 filter and filter 2ml of distilled water
