Well, he isn't taking any test and he still has a sex drive (albeit a slightly lower one) so I would say he isn't shut down; maybe suppressed a little though.

I would probably just take 25mg proviron ed for a couple weeks to let himself recover full function naturally. Proviron has been shown in clinical studies to not affect LH, FSH or test levels even at 100mg ed; translation, it doesn't suppress the HPTA significantly if at all.

I would take the HCG during the last two weeks of your cycle then proceed with PCT without HCG.
