My guess would be to get liabilities off their books.

Amex became a bank holding company to receive TARP I funds.

move with your folks to regroup
consider joining the national guard, at least it's some change in your pocket and might open some new doors
meet with a debt consolidator than can orgainize the debt and lump it all together for one payment that fits your budget
