The real issue here is that government fucks-up anything it touches. Real people... hard-working, wage-earning, tax-paying people trying to pay bills and raise kids wound-up paying for that shit.
You can't police it enough, you can't legislate the abuse away. The government needs a MASSIVE downsizing.
