A combination of all of the above. If you neglect side raises you don't get the best results. If you neglect heavy overhead presses DB or barbell... you don't get max results. You have to do both.
I think the big mistake most people make is not hitting rear delts and buying into the myth you don't have to hit front delts a little.
My current shoulder/delt routine is:
Upright rows 5X5
Shrugs 2X10
Seated halo side raises 5X5 w/regular sides (pronated) after I hit failure)
Machine military press 2X6 super setted w/
Front raises 2X8-10
Rear delt raises 3X8-10
