In Kalifornia -- it's even worse.
In our police state -- just being caught once with level III drugs, or even a gun or anythihg that causes a felony -- can mean a nice 3-5 year sentence.
HA's flourish in areas where there is lawlessness. Unfortunately few areas in Cali provide that environment.
Hard to have an organized, stable "club" when members are routinely locked up for 3-5 years and hence, out of operation.
So slowly, the HA's are becoming an "image only" club. Which -- laugh if you want -- really isn't a bad thing. There is no glory in being a criminal. They're going back to their *roots*. Being a *brotherhood*. Of course -- many in the organization, fueled by previous dollars -- are not happy being glorified mascots. Hence the flux and crisis going on. They want to expand, but there's nowhere to expand .. safely.
