DTP (diphtheria, tetanus, pertussis) shots are part of the childhood immunizations, it's been that way for years. Whooping Cough (pertussis) is on the rise especially in California. The new shots Tbal are boosters for older kids and adults. That's probably what your husband received.

It's even more amazing we as Americans put up with this crap. Just cause you're here and having a baby does not entitle your child citizenship. You are a citizen of the country you parents are from. The 14th amendment was meant for slaves born in this country to be citizens, not illegals...
