The rebel camera body is up to snuff. I'd spend 800-$1k on an "L" series lens.
The optical quality of an l series lens is worth the money over an 1k body and $400 lens.

The 1.4 is very good. Hell, even the $90 1.8 is "good enough" but it's cheap plastic shizz.
But, since you still have $800 in your budget, get the 70-200 f4 L for about $600 and you have a fantastic beginner set up within your budget.

The 70-200 f4 l non is, is a very good value.
IS means Image Stabilization. It reduces blur at slow shutter speeds by keeping the internals of the lens more stable.

Nikon is a great brand, as is Canon. They are the two leading brands in the world.
Canon's optics in their lenses are way better.
The Nikon bodies have completely different ergonomics, and Canon is much easier to work, important for a beginner.
Nikon has advantages in Dynamic Range with their image sensors, something a noob won't even give a crap about or even know the difference.
Canon has better lenses, which is far more important than the extremely minor differences in image sensor performance.

At F4, that's not too bad. If it was 5.6, I'd definitely agree 100%.
Depends on whether he uses any flash or not. With flash, it's a non issue.
Either way, the quality is far and above any non dslr camera.
at f4 it still sucks, impossible w/o a tripod. and even then the shutter speed isn't fast enough to capture a sharp image.
He's just beginning, he's not going to have any OCF of any sort. Spend the extra money and go with IS. Adding in extra artificial light to an image when you're just learning makes it a bitch to learn what's actually happening in the camera.
Learn your camera then once you're comfortable with Aperture, Shutter Speed, ISO, etc then you can start playing with off camera flash.

If he's indoor and needs a fast lens, that 50 MM is an F1.4 which makes low light doable, razor sharp at 1.8.
