Would you kill this dog?

If you get slack, tell her you don't want to go through the hassle of contacting the police again and dealing with litigation, but you will if forced to. Your kid shouldn't have to worry about a dog being in the neighborhood that bit him in the face.

After a year goes by, burn their fucking house down.

A lot of times it's the owner's fault if the dog is disobedient. Hard to say unless you knew the owner though.
 
If the owners would simply obey the leash laws, none of this would be a problem. This could be considered criminal negligence.
 
Wait, it has been 3 days and you don't know if the dog even had it's rabies shot or not? First thing to do is check that cleared up. If she can't provide proof, then that dog needs to be taken for testing. It ain't no fucking joke to play around with.

Second, if you do kill it. Don't do the dark chocolate routine. Be humane and just kill it. No need to cause a slow and painful death to the animal.
