I encountered the same as well - I've been lifting for many years & also takign stabs at dieting, but in addition to a *STRICTLY* tight diet, I also had to add in AM cardio 4x/week (in addition to training 5 days/ week, 2 muscle groups/day and cardio 30-40 min after training 3x/week). This was for a competition - but it showed me that I just could not get over the hump unless I added in the cardio. That's just my body.
