I am going to go out on a limb here and say I bet it is not the price he is worried about as much as the availability.
My buddy has been sitting an a cycle for a few months now because he can't get the pins.

I agree never recycle ,,, but this is not like shopping at Walmart where its a one stop shop. My pins have been on order for nearly 2 months now and the thought has crossed my mind to recycle it luckly has never made it past my common sense.

I use a 23 or 22 gauge to draw and shoot with. The rubber stoper doesnt make the needle that dull. I've tried switching the needles before "one to draw and one to inject", but it feels the same ether way to me. And I ALWAYS USE CLEAN GEAR.

the only reason i'd reuse an 18g needle is if i'm prepping several syringes at the same time. not because i'm trying to save $$, just because it's more convenient. but i'd NEVER reuse any needle for anything (drawing or shooting) in any other case.

I'm not sure where you & your buddy are getting them but, getpinz is in fact easier than shopping at walmart, you don't have to deal with the crazy fat cashiers with attitudes. I usually get my order from getpinz in 2-3days w/absolutely no problems. Next time use www.getpinz.com doesn't get any easier than that.
