What's the value of partial reps?

I've just started doing partials on my bicep curls with the same weight I was doing full reps, and I can only get 7-8 reps partial compared to 12-13 full reps. I figured I had a weakness on the upper half of the movement (becuase I use a little momentum) and that's why I started working it. Should I be weaker at partials? What sort of ratio is good strength wise?
 
i wouldnt waste my time on partial unless they are to help out a certain lift. definitly not on a single joint isolation movement.

if you are serious about partials it would be useful for presses, pullups, deads, squats but not curls, pressdowns, lateral raises, leg extensions....
 
sometimes i do a set where i go till failure, then i do half and quater reps untill total failure. once and a great while
