Whats the best movement for outer tris

Actually, you'd be suprised.

After doing about 4-5 sets of heavy benches and your chest is fried, if you do triceps after this, them 3 exercise would be diminishing.

Just do 3-4 sets in total of basic heavy lifts and call it a day.

doing an extra exercise for 'isolation' could cause over-training and thus, less [or even no] growth in your triceps.

Still don't think it could hurt?
 
Cable pushdowns and kickbacks are both crap exercises, they are for women who want to tone up their arms. To put mass on the tris, do decline dumbbells tricep presses, dips, and the California press.
