Can I just say that on my way to work this morning there was this beautiful outstanding creature of a man jogging. I could stop looking at him I nearly slammed into the car infront of me.
He was at least 6'2", great bone structure, muscular but not bulky or overly lean, tan with dark thick near black hair. I swear he floated as he ran.

See this is when the "excuse me sir, could you help me please" subterfuge is called for. You pull over just in front of him, and think of something to ask him, directions probably. A lot of direct, sustained eye contact, and your best smile.
At the very least you'll get a nice, good eye full (if that's all you're interested in) but also you'll be giving him the opportunity to talk to you and maybe get your digits if you'd be down for a close encounter.
