YG, the "lips" have as much use as male nipples (literally ) if the fetus were to become male, those lips would have turned into a scrotum.

The clitoris, on the other hand, is a singularly unique organ (although technically the neural tissue that the clitoris is comprised of is the same neural tissue that runs through the male penis).
