thighs and reps

Since my thighs are my worst problem and I find its the hardest to get in shape - should I be doing less weight and higher reps to get them in some kind of shape before I try building them up. And also should I do more cardio to get the fat off them. Right now I am doing 30 min. of cardio a week.
 
Squats + Sprints look nice. Why not just build them now. I mean I have a shitload of fat on my leg but with squats I'm already getting definition lol...although my pants/shorts aren't fitting so well anymore =/
