Why is it that when a guy is flacid his balls hang so much better, or one will hang a little lower than the other

But what really sucks is when I get hard... they go right up inside of me.. i hate it !!! It gives my partner nothing to play with.. or when I masturbate nothing to tug on.......Anybody else have this problem...
