I was obviously referring to the surprise Putin gave the whole World (at least the part of it following those events) when he OFFERED part of his own Radar systems to help in building this so-called missile shield. The only caveat is that the radars are in Russia.

The U.S. contributed $930 million to the World Food Program in 2002, four times greater than the next largest donor, and 51 percent of total contributions to rid the world of famine.

The U.S. has accelerated its funding to the World Food Program in 2003, contributing $754 million in the first five months alone, in response to urgent needs in Africa, Afghanistan, Iraq, and North Korea.
In 2003, the U.S. has committed $1.4 billion in global emergency food assistance, including $850 million to Africa to combat famine.

For 2004, President Bush proposed a new, flexible $200 million Famine Fund to meet dire emergency needs on a case-by-case basis.

The U.S. continues to be the world leader in supporting agriculture development programs crucial to increasing productivity and breaking the famine cycle through bi-lateral assistance programs, providing $493 million in 2003, of which $164 million is for Africa.

The RADARs that Putin offered up were 40 year old conventional scanning arrays. Hardly the technology necessary to track a ballistic object. A red herring so that people would whine about Bush ignoring him.

i dunno if i agree 100% with that, granted you are wiser than i regarding this...but don't you think the draw of man power and material defending the western front against the inevitable allied landing greatly weakened the eastern front, allowing the russians to advance and retake their soil?
seems like the germans had no problems marching thru western russia (occupation, of course, wasn't as successful) up untill moscow.
don't you think the extra man power required to guard the west could've given the germans that little push they needed to capture moscow?

the failure at moscow had more to do with supply and logisitics and the horrible weather

rommel's shindig in north africa only involved a corps(about 3 divisions)

and the troops stationed in static defense in france et.al. really were quite small in number
germany used france to refit and rest frontline divisions and as a bonus they always had some crack troops in france in case anything funny happened (ala dieppe)

as far as the issue under discussions
these missles are defensive
designed to take down medium range missiles likely armed with a nuke warhead
and to protect europe and the middle east
