I agree with where you're coming from, trust me, but there's holes through this entire event.
Yanking the phone is showing hostility so you have to ask yourself - is this a person that is typically hostile (ie: asshole), having a bad day, or just doesn't like your daughter.
I would find out where the boundaries are in regard to cell phone use on your daughter's school campus, where in the parking lost she was (near the school building - as in a few feet or was she well into the parking lot) and why was the principal in the parking lot? Coming from his or her car, saw your daughter on the phone and jumped up out of his or her seat and ran to your daughter to yank the phone out of her - sounds weird to me.
And aside form all that hooey - do you know who the kid IS? Hell, if I were your daughter I'd find the kid and say HEY, thanks for nothing ---- yahda yahda yahda.... and if the kid was a dick I'd tell someone about it. (Truth is - hmm in 5th grade I would have just punched the kid back to make it "even" oh wait - I did do that in 5th grade)
Has anyone in the school been notified (calmly) as to what happened prior to the cell phone?
Some (or more than some) school people only have power while their at work because at home their spouses own their asses so they have to be bulies at work to feel good about themselves.
I have to stop drinking coffee again.
