you can "chemically castrate" them....meaning, you dont alter their bodies in a physical way, but rather they can be given female hormones in order to counteract their male hormones.

saw it on tv once. supposedly it cuts their sex drive to nearly nil.

put a house arrest/tether around their neck or better yet make it a shock collar so they can be tracked at all times and punished from anywhere with a push of a button. But make sure it is in plain view and a bold color that stands out so everyone will know. Or just put then in a torture decive that will break several big bones and don't give them any or very little medical treatment so they heal all disfigured for life.
