CHP Officer Is Fatally Shot in a Drive-By April 22, 2004 Times Headlines

A veteran CHP officer who was fatally gunned down in front of the Pomona courthouse was the randomly chosen target of a 16-year-old boy intent on "killing a cop," the Pomona police chief said this morning.

Detectives arrested a suspect in the case, who lives both in Fontana and Pomona, early today.

Authorities believe the suspect did not know the officer and just happened across him during a hunt for a police officer to shoot. Because the suspect is a juvenile, officials would offer few details about the case.

"It's clear he wanted to kill a cop, but not this particular cop," said Police Chief James M. Lewis at a press conference this morning.

The shooting took place moments after the officer, Thomas Steiner, 35, had testified in a series of minor traffic cases, authorities said.

Steiner was struck repeatedly in the attack and suffered one gunshot wound to the head, authorities said. The five-year CHP veteran died at Pomona Valley Hospital Medical Center.

"I'm very, very saddened, but I'm mad," said D.O. "Spike" Helmick, CHP commissioner. "It made absolutely no sense."

Steiner, a 1999 police academy graduate and the father of two, worked out of the CHP's Santa Fe Springs station. Steiner's wife was among those who held vigil at the hospital Wednesday evening, and his mother was flown in by helicopter from her home in Orange County.

The CHP and the Pomona Police Department had launched a manhunt for the killer that went through the night. A vehicle fitting the description of the car was found near the Los Angeles County Superior Court in Pomona in a truck yard.

Steiner, in uniform, was shot about 2:50 p.m. as he walked to his patrol car. He was 200 feet from the courthouse steps and was preparing to cross 7th Street to a parking lot when a red car rolled to a stop nearby, witnesses said.

A man with a shaved head stepped out from behind the wheel, raised a handgun and fired four shots, striking Steiner three times. The gunman stepped back into the car and sped away, witnesses told police.

CHP Assistant Chief Art Acevedo said Steiner had testified in five traffic citations in Division One of the former municipal courthouse.

The gunfire caused confusion at the Civic Center complex, which includes two courthouses and the Pomona Police Department. Some courtrooms were locked. Others said they did not realize anything had happened.

"People did hear shots, but they didn't think anything about it," said a prosecutor, who asked not to be identified.

"You just don't think about things like that happening so close to home.... People are still trying to figure out what happened."

Acevedo knew the slain officer personally and said that he had been a well-respected lawman, an expert marksman and a loyal sports fan.

Steiner lived in Long Beach and was wearing the dark blue jumpsuit of a CHP special detail officer. He enforced transportation laws, and his duty vehicle was a white Camaro, said CHP Assistant Chief Chris Madigan.

Officials said Steiner had a 3-year-old son and a 13-year-old stepson.

Outside the courthouse Wednesday night, dozens of officers picked over the parking lot for clues. Steiner's jumpsuit and shirt were in bloody tatters lying on the entrance to the driveway, his badge and name tag in view.

Helmick said Wednesday's shooting comes at a time when police agencies throughout the state have seen officers killed or injured by gunmen. "Every year, we have officers killed. In the last week and a half, we've had four officers — in Watsonville, San Francisco and Merced — shot at point-blank range.... It's very, very disheartening. These young people that have their whole lives ahead of them."

What's with kids these days? Killing a guy just cuz he's a cop...who gives a shit if he's a minor, his name and face should be plastered all over the city. He probably won't even serve much time.
 
You're right. Feds are too busy finding song downloaders and juice poppers. They could care less about all the murders, crimes, gangbangers and rapes in inner-cities. Now we even have huge El Salvadoran gangs roaming in la now I read last week. They're battling it out with the mexican ones.

Are there just not enough cops to take care of the gang problems? I`m really not knowledgable on the subject. Maybe not enough money?

It seems like they`re everywhere in plain sight, they can surely be brought to justice if done right. I`m probably opening up a can of worms here. lol
 
That is sickening. When I heard that this afternoon I was furious and sad all at once. The poor guy-- his poor family. What a waste.

Yes they do. SFPD Officer Espinoza was murdered with an AK-47. The DA, elected on a 'no death penalty' platform, refused to impose the death sentence on the perp, but rather LWOP....

The police unions are pissed off at this, and want her to step down, and let the Atty. General prosecute the case.

Even Diane Feinstein was outraged, and called for 'death penalty' for the killer.

Doubtful it will happen though.

So he`s 16 years old and gets the death penalty, he should be married, get a college degree, run an internet business, and then get executed in jail when he`s 45. Not a bad system.
 
I stand corrected.. California Supreme Court abolished the death penaly in 1972..that is why Manson is serving a life sentence. However, it was reinstated in 1977 and the first execution since was in 1992. But minimum age for it is 18...we can only hope he is tried as an adult.
 
Actually I think they should clockwork orange him. Force him to watch horrifying acts of violence over and over and then just give him life in prison afterwards.

Being 16. He won't get the death penalty.

I'm gonna use statistics and realism and make an educated guess he's black or latino. Which means he'll have the race card going for him, plus communities supporting him, making him out as a lost kid who just lost it. A moment of insanity. He'll get off like OJ.

Let's just be happy he didn't make it to the border. There's at LEAST 4 cop killers who are in mexico -- the feds KNOW where they are, but mexico will refuse to hand them over, cuz 1) they're mexican and 2) they could face the death penalty. So instead -- they vacation and relax in cancun. fucking sick.
 
Kid or no kid, anybody who kills somebody in cold blood, especially a police officer doing his job, should get sentenced to death immediately. I feel no remorse, regardless of him being a minor. he is old enough to understand what he did, and as he grows, it would only get worse. No jail sentence for life. I personally do not want to pay for that piece of shit with my taxes. Not all police are saints, but most of these guys do care, and try to do their jobs. We should hope the bad cops get weeded out, and eventually taken care with by their own system. They want bad cops off the street as much as we do. Again,...this kid,...No pass go, no collect free parking, for this clown, ...straight to the fucking chair, gas, or injection. Whatever is cheapest for Mr./Mrs. John Q taxpayer. When did this ever happen 25, or 50 years ago, like it does today? If it did, it was a big deal because it did not happen often. Today is rediculious, no wonder kids are the way they are. Today's kids are smarter, more devious, and more downright disrespectful than ever. Most of these kids need to have their dad's/ parents take out the stap, beat the shit out of them, and learn respect. If they have no dads, let somebody else do it.
 
I think we need a "Charles Bronson" type vigilante, to deal with these assholes like in his "Death Wish" movies. He can get some fed up people around the community, and knock these fuckers off. The saddest thing is,...if it really happened, the good guys would be the ones put in jail. The lowlife gangbanger trash would be out, and sueing for millions. Prolly' get it too.

Going a little OT but I say forget the death penalty forget about overcrowding too. Put everyone that belongs in jail in a cell, if they don`t fit, jamm them in there. 12 people to a cell, who cares? Are you uncomfortable? lol Too bad. At feeding time give them 12 servings of food through the bars and let them divide it among themselves.

Oh another criminal, put him in there with them, #13 now. Don`t forget to add another serving of food at feeding time. Fill the jails up literally with criminals. Fuck this 2 people to a cell BS and turn the rest away. Keep packing them in there as long as the door closes...

There is no *la*. All those cities comprise METRO la cuz everyone drives all over the place and once you go past the "boundaries" it's just desert. So everyone stays in this little 50 mile "la area".

btw: Watched the news this morning. What a surprise. Some mexican hispanic kid, who was trying to get into the 12th Street Gang. Which have been the east la's most violent gang lately and been having major turf battles with the old school 18th street gang. Most of their top brass have been thrown in jail lately or moved out of town, so the 12r's are moving in on their territory and taking over the coke and weed distribution.

Man I'd be afraid to buy or sell pot in LA. For one, if you buy it, chances are you ARE really supporting gangs. FUCK THAT. If you sell it, chances are, you are SUPOPRTING GANGS. If it doesn;t come from gangs, you never know, I'm sure there ar plenty of people out there who belong to tha gangs that if you sell them something that isn't from their crew, they will cap your ass.

16-Year-Old Will Be Tried as Adult in CHP Shooting
For These Youths, It Wasn't Another Day at the Office

Authorities today charged a 16-year-old with murder and will try him as an adult for allegedly gunning down a CHP officer in order to impress one of the San Gabriel Valley's most ruthless gangs.

Valentino Mitchell Arenas appeared in court this morning, where he was charged with one count of murdering a police officer, according to the Los Angeles County District Attorney's office. Special circumstances enhancing the charge included lying in wait, murder during a drive-by shooting, and committing a crime for the benefit of a gang.

Arenas was scheduled to be arraigned May 6.

As a juvenile, Arenas cannot be sentenced to death. If found guilty, he faces life in prison without the possibility of parole.

"This was the ultimate hate crime, the random assassination of a law enforcement officer solely based on the victim's status in the community and a uniform worn," Dist. Atty. Steve Cooley said in a statement. "Those who commit these crimes and those who aid, abet and encourage the cowardly gang subculture should be condemned."

Authorities said Arenas aspired to be a member of the 12th Street Pomona gang, also known as the Sharkys. The group uses the symbol of a shark. It dates back generations and has about 1,000 active members, with several hundred more in jail or prison, according to prosecutors and police.

In the inverted world of street gangs, the youth aspired to infamy, according to law enforcement officials, and hoped for recognition from the commission of senseless acts of violence.

But with the killing of CHP Officer Thomas Steiner, the traditionally insular gang appeared to have achieved a new degree of notoriety sure to bring sustained scrutiny from law enforcement.

"I would imagine they are going to get some special enforcement, and they should," said retired Los Angeles County Sheriff's Sgt. Wes McBride, president of the Assn. of California Gang Investigators. "If they shoot an armed police officer, they wouldn't think twice about shooting an ordinary citizen."

The 12th Street gang, which authorities say has ties to the Mexican Mafia, has grown from its origins on the south side of Pomona — which has a population of about 150,000 — to become one of the city's largest gangs. It claims as its turf the courthouse where the CHP officer was shot.

The gang recruits vulnerable school-age children from broken homes, said Los Angeles County Deputy Dist. Atty. Michael Camacho. Initiation rituals have been known to include shooting enemies or rivals of the gang, including racially motivated murder, police said.

According to Camacho, the San Gabriel Valley has thousands of gang members, and some of the most fierce infighting plays out in Pomona.

"Pomona is a hotbed of gang activity, and it's not just 12th Street," said Camacho, who heads hard-core gang prosecutions in the San Gabriel Valley. "There's African American, Asian and Latino gangs, and none of them get along. They settle their differences with guns."

Like the 16-year-old suspect in the Steiner killing, 12th Street member Tony Barron was looking to move up in the gang when he committed his first murder at the age of 15, Camacho said. Barron was charged with four murders, and was convicted last month of two hate-crime killings of African American men.

Deputy Dist. Atty. Gary Hearnsberger recalled a 1997 case in which gang members walked into two homes and killed four people, apparently in a dispute over drug profits.

But Hearnsberger said he would be surprised if any gang leaders in 12th Street authorized a hit on a police officer.

"There is a hierarchy, but you have to recognize these gangs don't operate under Robert's Rules of Order," he said. "Any given member or couple of guys could get together and do what they want, whether it's beneficial to the gang or themselves."

In many ways, 12th Street is like any street gang, defining itself and its territory by streets and blocks, the prosecutor said.

"They commit violent crimes, have dealings with drugs and firearms and shootings, and shoot rival gang members," Hearnsberger said.

Police said gang members congregate in Madison Park, which has developed into a hangout known as "Shark Park."
