ok.. so i saw the gif image over at exrx.com..

the guy's legs are fixed to the floor.. normally i'd split them up to front and back.. for better balance.. or is shoulder width stance the best way to improve balance?

You should try to keep the shoulder width stance, your feet may shift a tiny bit back/forward due to the nature of the movement, but try not to make it too much.

If you split during the rep then it's more like a jerk which is even more an all-body movement. I think that for push presses the feet should be parallel in order to keep the back straight - untwisted and symetical.

When you drop into a split, there's very little pressing going on in the movement. You'd be doing a split-jerk. The dropping into a split allows you to press the weight up a shorter distance, spreading the rest of the gap with the quick drop.

I assume you're not cleaning the bar from the floor and then dropping down into a split? You're just taking it out of the rack and then splitting your legs, right?

Either way, you'll get steadier at them with practice and will be able to do them with feet shoulder width apart at your sides.

I'm going to start doing push presses, but I have a question. All the videos I've seen showing the push press, their upper arms are parallel to the ground at the start. Do your upper arms HAVE to be parallel to the ground at the start? I can't seem to get my arms in that position.

but my legs don't exactly split very wide.. maybe 1 to 1 1/2 steps forward.. but yeah.. i'll pratice till i can get to shoulder width..
